About HRVPRF

Hood River Valley Parks and Rec Foundation enhances Hood River County's livability by raising funds, soliciting assets, and mobilizing community participation to enrich our community’s parks, trails, recreation facilities and programs which are not fully funded through city, county or park districts and provide access and opportunity for all residents. With a primary focus on supporting and augmenting the Hood River Valley Parks and Recreation District (HRVPRD), HRVPRF aims to improve the quality of life for all community members by providing inclusive recreational opportunities and preserving natural spaces.

Board of Directors

The HRVPRF Board of Directors consists of five to 15 Directors, elected annually by the current board. It is a volunteer (unpaid), working board. The board meets monthly, generally on the 2nd Monday of the month. You are welcome to contact us if you'd like to attend a board meeting.​

Interesting in Joining the Board?

We are currently accepting applications for the open board seats, with a priority for candidates with any of the following expertise:

  • Current or former parks maintenance professional

  • Representative from a dominant industry in Hood River County (Agriculture, Tourism, Technology, Healthcare, or Education)

  • Odell or Parkdale resident

  • From an underrepresented subset of the community

  • Accounting or bookkeeping professional

  • Practicing Attorney

  • Communications professional

Megan Orr

Chairperson

Mom, healthcare administrator, softball player, Parkdale resident. Spent countless summer days at the Hood River Aquatic Center during her childhood.

Marcie Wily

Ex-Officio Member
District Staff Rep.

Marcie Wily is a dedicated 20-year veteran of Hood River Valley Parks and Recreation District, where she continues to serve with passion and pride. A lifelong swimmer and mom of two active kids, she’s taught hundreds to swim at the Hood River Aquatic Center. When she's not building community through recreation, she's diving into a good book, swimming with the Columbia Gorge Masters, or taking her dog, Hank, for a walk on the Westside Community Trail.

Charlie Webster

Board Member

Charlie Webster has been recreating in the Hood River area for over 30 years, first as a windsurfer and later as a skier, hiker and rafter.  He served on the board of Friends of the Columbia Gorge for eight years and is a lifelong environmentalist.  Charlie has been a business leader in medical technology and is excited to contribute to the Hood River Parks and Rec community.

Jeff Hunter

Vice-Chairperson

Passionate parks-for-all advocate. Nature lover. Ecologically-minded former property developer. 

Christy Christopher

Ex-Officio Member
District Board Rep.

Christy brings experience as an educator, entrepreneur, and non-profit leader; she's the current President of the HRVPRD Board. As a kid, she learned to swim at the Hood River Aquatic Center and she hopes her children will have the same opportunity. Her passions include enjoying nature by running and hiking on local trails, and helping children get access to a variety of enriching experiences, including athletics.

Brian Hackett

Board Member

Before moving back to the Pacific Northwest Brian served as a U.S. Army Field Artillery officer, ran investigations for Congress, and later worked at the Department of State. After over 20 years overseas and on the East Coast, he was able to make the amazing and much needed move to Hood River in 2015.  Brian is interested in instilling a sense of pride and possibility within the District especially as it concerns the pool complex and potential facilities in Odell.  It is especially critical that we renew and deepen community engagement in the District.
