About HRVPRF

Hood River Valley Parks and Rec Foundation enhances Hood River County's livability by raising funds, soliciting assets, and mobilizing community participation to enrich our community’s parks, trails, recreation facilities and programs which are not fully funded through city, county or park districts and provide access and opportunity for all residents. With a primary focus on supporting and augmenting the Hood River Valley Parks and Recreation District (HRVPRD), HRVPRF aims to improve the quality of life for all community members by providing inclusive recreational opportunities and preserving natural spaces.

As of February 26, 2025, HRVPRF is a 501(c)(3) public charity, incorporated in Oregon.

Board of Directors

The HRVPRF Board of Directors consists of five to 15 Directors, elected annually by the current board. It is a volunteer (unpaid), working board. The board meets monthly, generally on the 2nd Monday of the month. You are welcome to contact us if you'd like to attend a board meeting.​

Interesting in Joining the Board?

We are currently accepting applications for the open board seats, with a priority for candidates with any of the following expertise:

  • Current or former parks maintenance professional

  • Representative from a dominant industry in Hood River County (Agriculture, Tourism, Technology, Healthcare, or Education)

  • Odell or Parkdale resident

  • From an underrepresented subset of the community

  • Accounting or bookkeeping professional

  • Practicing Attorney

  • Communications professional

Current Board Members

Megan Orr

Chairperson

A 5th generation Hood River Valley resident with a passion for athletics and youth sports. Megan is a mom of two little girls and hopes to see them thrive in the same community that she did. To the credit of many of the dedicated and wonderful coaches Megan had growing up, Megan was able to continue her athletic career in College. Megan has dedicated almost 10 years of service to Providence Health and Services as a healthcare administrator and now Project Manager. Megan joined the board to support Parks and Rec in their vision to provide high quality athletic facilities to all the members in our community.

Marcie Wily

Ex-Officio Member
District Staff Rep.

Marcie Wily is a dedicated 20-year veteran of Hood River Valley Parks and Recreation District, where she continues to serve with passion and pride. A lifelong swimmer and mom of two active kids, she’s taught hundreds to swim at the Hood River Aquatic Center. When she's not building community through recreation, she's diving into a good book, swimming with the Columbia Gorge Masters, or taking her dog, Hank, for a walk on the Westside Community Trail.

Charlie Webster

Board Member

Charlie Webster has been recreating in the Hood River area for over 30 years, first as a windsurfer and later as a skier, hiker and rafter.  He served on the board of Friends of the Columbia Gorge for eight years and is a lifelong environmentalist.  Charlie has been a business leader in medical technology and is excited to contribute to the Hood River Parks and Rec community.

Jeff Hunter

Vice-Chairperson

Jeff is a long-time resident of this valley. Finishing a 30 year career in Real Estate sales and development in 2006, Jeff remains active in community affairs. Having served on the HRV County Planning commission, Friends of the Columbia Gorge board of director and the Hood River Valley Residents Committee [now THRIVE] Jeff brings a deep concern for the welfare of both residents and the land we occupy. He joined this board to bring strong support for more public spaces acquisition, development of much needed ballfields for the youth of our valley and especially replacement or major renovations of our aging public swimming pool.

Christy Christopher

Ex-Officio Member
District Board Rep.

Christy brings experience as an educator, entrepreneur, and non-profit leader; she's the current President of the HRVPRD Board. As a kid, she learned to swim at the Hood River Aquatic Center and she hopes her children will have the same opportunity. Her passions include enjoying nature by running and hiking on local trails, and helping children get access to a variety of enriching experiences, including athletics.

Anders Sorestad

Board Member

Anders is a dedicated Parks and Recreation enthusiast who has experienced the field from every angle, serving as a coach, official, participant, parent and administrator. He is also a skilled non-profit administrator who brings both his management expertise and personal passion to his role on the Foundation board, helping to support and expand meaningful recreational opportunities for all.

Rachel Tsu-Hyde

Secretary

A wildlife advocate and committed master's swimmer. Rachel also brings a background in public health and her experience as a longtime resident and parent in Hood River County.

PJ Portlock

Board Member

PJ is an award-winning multidisciplinary creative leader with two decades of experience spanning marketing, branding, graphic design, and experiential design. 
 

He's a fourth-generation Oregonian and lives in Hood River with his family. He's an advocate for creating equal access to recreation, open spaces, and the outdoors. He has served on the Hood River-White Salmon Bridge Aesthetics Committee (BAC) and regularly volunteers with the Community Works Program at HRVHS.

Jean Feroldi

Board Member

Since moving to the Gorge in 2021, Jean has been eager to get involved in the local community. She has worked as a teacher and summer programs director at Wildwood Academy, a lead guide with Let's Get Out summer camps, and ran her own youth summer camp in White Salmon. Jean currently works as a contract Creative Director at Meta, bringing expertise in social media, marketing, and design to the HRVPRF Board. She also enjoys whitewater kayaking, trail running, and mountain biking. Jean is excited to give back to Hood River Parks + Recreation District's facilities, programs, and resources.
